REQUEST FOR BIDS

TO REPAIR, PRIME, AND POWDER COAT ALL SIDEWALK TRASHCANS

WITHIN THE BOUNDARIES OF THE WESTPORT CID

 

The Opportunity

The Westport Community Improvement District II (CID) seeks through this request for bids to enter into a contract with one company to repair, straighten, prime, and powder coat all metal parts found on seventy-one (71) sidewalk trashcans within the boundaries of the CID. The successful bidder will be expected to complete all of the repair, straightening, priming and powder coating of sidewalk trashcans no later than June 23, 2025.

 

The Scope of Work

  • Work shall include but is not limited to the replacement and/or repair of any missing metal components of the sidewalk trashcans, removing the trashcans from the one side of the sidewalks within the CID at a time, removing and inhibiting any rust found on the metal sidewalk trashcans, preparing the sidewalk trashcan metal components (i.e. sandblasting or some other similar process) to receive the powder coat, applying the powder coat, reinstalling the sidewalk trashcans in an upright and straight position.
  • If sidewalk or brick pavers are disturbed or damaged during the removal or reinstallation of the sidewalk trashcans, the successful bidder will be totally responsible for the cost of the repair or replacement of damaged masonry surrounding the sidewalk trashcans.
  • Remove all debris from each work site on the day that the debris was created. All hard surfaces surrounding the location of a removed or re-installed sidewalk trashcans must be left clean and free of any debris, dirt, or equipment at the end of each work day at a particular location.
  • Protect the public from tripping over the location where the trashcan was removed by placing an affixed safety cone (bright orange) over any part of the trashcan base or support pole that exists. No open holes in the sidewalk may be left unprotected or unsecured at any time. The successful contractor will be responsible for inspecting each affixed safety cone location daily while the trashcan is off-site being powder coated and before it is reinstalled.
  • Caution tape and pedestrian barricades shall be used around each sidewalk trashcan when it is being removed and again when each sidewalk trashcan is reinstalled.
  • If any digging below the sidewalk or brick pavers is intended, it is the successful contractor’s responsibility to notify Missouri 811 of the locations where such digging will occur and to have all nearby utilities located BEFORE disturbing the earthen surface below the sidewalks and/or brick pavers.
  • All repairs or replacement parts to metal sidewalk trashcans must be done in such a way to ensure that the repairs or replacement parts are not obvious and are consistent with the other type of metal found on/in the sidewalk trashcan.
  • No rough or sharp metal parts or edges that could scratch or injure a pedestrian brushing up against the trashcan or using the trashcan can exist anywhere on any metal trashcan after reinstallation.
  • The finish color of powder coat for all sidewalk trashcans shall be that of a high-gloss black color and consistent across all sidewalk trashcans.
  • The preparation of the metal trashcans (outside, inside, and the lids) shall be accomplished by sandblasting that does not pit the metal, chemical stripping, thermal stripping, or laser removal as determined best by the successful contractor.
  • All visible rust must be removed from the metal trashcans prior to power coating.
  • The stand or base above the sidewalk or brick pavers that holds the sidewalk trashcans must also be sanded, primed, and painted before the sidewalk trashcans are reinstalled.
  • When the sidewalk trashcans are reinstalled, they should be sturdy and not allow the trashcans to move, lean, or alter their installed position even if someone is sitting or standing or pushing on the trashcan – after installation.

 

Additional Requirements

  • The successful contractor shall repair, prior to any payment for completed work to the satisfaction of the CID Executive Director, any damage to City of Kansas City, Westport Community Improvement District, or private property resulting from the actions of Contractor, its employees or equipment, or from debris resulting from the Contractor’s actions or those of Contractors employees or sub-contractors. The successful Contractor shall be fully responsible for the protection, preservation, and maintenance of all real or personal property adjacent to each work area involving trashcan removal or reinstallation.
  • The successful contractor shall provide to the CID insurance certificates providing evidence of sufficient, as determined solely by the CID, and active general liability insurance and worker’s compensation insurance coverages with the CID listed on the certificates as a named additional insured. Each such certificate shall also reference a provision in the policy that requires at least a 30-day notice to CID before termination of the policy for any reason.
  • Contractor shall comply with all applicable requirements of federal, state, and local laws as well as regulations and codes having jurisdiction at the project sites. Contractor shall be responsible for any required certificates of inspection that may be required by any governmental entity.
  • The Contractor shall at all times between the signing of a contract and the final payment be responsible for protecting pedestrians, vehicles, and real property from any damage associated with the execution of the scope of the services desired.
  • If the brick pavers are disturbed or removed, reinstallation must occur by hand using only polymeric sand. No concrete or other non-porous base or filler may be used on or in the brick paver installation process.

 

 

 

The BID Process

The CID will consider bids from all interested respondents that present adequate evidence and otherwise demonstrate basic qualifications and experience to manage and fulfill the requirements described in this BID document. A written bid must be received no later than 4:00pm Central Time on Thursday, April 17, 2025 in order to be considered. Bids shall be delivered in writing to the offices of the Westport Regional Business League, 4050 Pennsylvania Avenue – Suite M100, Kansas City, Missouri 64111 or via email to info@wrbl.org by the noted due date and time. All bids shall be addressed to the Executive Director.

 

The CID reserves the right to accept, reject, or amend any and/or all elements of this request for bids, or any component part(s) thereof, deemed to be in its best interest of the CID or in the best interest of the desired project outcome. The CID also reserves the right to request additional information, evidence, or clarification from any respondent until a contract is offered for the desired services.

 

The CID may use past experience and outcomes of the firm and firm expertise as part of the selection review criteria. While price is a very important criteria in this process, it will not be the only criteria considered. References from other customers will be required and checked before a contract will be offered.
